Before Escolta’s expansion in the 20th century, the area fell into en brief fui of decline, when bars and dance halls were opened to cater to the American troops at the end of Filipino-American war. Governor Howard Taft (governor 1901 to 1904) cleaned up Escolta by barring all saloons from Seguimiento, turning it back to a respectable commercial area.
